minor: Stricter requirements for package wide flycheck

Require the existence of a target and `check_workspace` to be false to restart package-wide flycheck. Fixes #18194 , #18104

rust-analyzer is a modular compiler frontend for the Rust language. It is a part of a larger rls-2.0 effort to create excellent IDE support for Rust.
