gha-ci: run the Go LUCI trybots on GitHub Actions

GitHub (github.com/protocolbuffers/protobuf-go) will become the external
source of truth instead of Gerrit: Copybara will turn changes from
Google's internal repository into GitHub pull requests, and this
repository will become a mirror of GitHub. LUCI trybots only run on
Gerrit changes, so GitHub Actions has to run the same tests.

Replace the single TestIntegration job with one job per LUCI trybot that
Commit-Queue+1 starts for this repository, running the same commands as
golangbuild: go1.26 and go1.27 (release branch heads), and gotip plain,
-race, -longtest and on Debian 11/13, with the same flags, timeouts,
GOTOOLCHAIN=local and GO_BUILDER_NAME. Two trybots are not copied:

- boringcrypto: x/build's main.star adds it to every repository by
default, but GOEXPERIMENT=boringcrypto only changes the crypto/...
packages, which this module doesn't use.
- misccompile: it builds the tests for 36 secondary ports, but this
module has no OS- or architecture-specific code, so most of them add
nothing. Instead, three crosscompile jobs, named after the target
platforms, build the tests for the main platforms besides linux/amd64
 (darwin/arm64, linux/arm64, windows/amd64, windows/arm64), 32-bit
 (linux/386, linux/arm), big-endian (linux/s390x) and WebAssembly
 (js/wasm, wasip1/wasm) ports.

Bazel 8 is no longer needed: TestIntegration only used Bazel to build
protoc and conformance_test_runner. With GO_BUILDER_NAME set, the
longtest job runs TestIntegration as part of "go test ./..." with the
same prebuilt protoc_with_conformance v36.2 CIPD package as LUCI.

The triggers follow test_runner.yml in protocolbuffers/protobuf: pull
requests from branches in this repository (such as Copybara's) run on
every commit; pull requests from forks run only after a maintainer adds
the ":a: safe for tests" label, which is then removed, so every new
commit needs a new label. Pushes to master and staging and a daily
schedule also run the tests.

Tested in a fork with the repository name changed to the fork: all jobs
passed on a push to master
(github.com/shaod2/protobuf-go/actions/runs/41682863541). The previous
version, with the same triggers, also passed on a pull request from a
branch in the fork (github.com/shaod2/protobuf-go/pull/1).
TestIntegration also passed locally when run like the longtest job, with
all 18 subtests including Conformance. The label path for fork pull
requests can only be tested once this workflow is on the default branch.

Change-Id: Ib0c41f398879839dde2305a9580678dd8c891edc
Reviewed-on: https://go-review.googlesource.com/c/protobuf/+/856281
Reviewed-by: Dennis Shao <shaod@google.com>
Reviewed-by: Sandy Zhang <sandyzhang@google.com>
LUCI-TryBot-Result: golang-scoped@luci-project-accounts.iam.gserviceaccount.com <golang-scoped@luci-project-accounts.iam.gserviceaccount.com>
",
