[VP] Not returning error when not setting VAProcPipelineParameterBuffer This way will be more convinient for application. Setting VAConfigAttribDecProcessing to VA_DEC_PROCESSING but only passing VAProcPipelineParameterBuffer when application wants to do scaling.
