Handle hypenated package names correctly in the subcommand. Previously we used package name instead of target name to name our statlib output, which mattered when package name contains hypens, causing breakages in CMake. Swap to use target name which will use "_" in place of "-", as CMake expects. PiperOrigin-RevId: 976433301
