Removed gocheck/local package and moved things there into gocheck itself. Unfortunately goinstall can't deal well with the subpackage at this point, so to make things easier we'll simply use the gocheck namespace. Removed Suites() function too, since Suite() is likely to be all that is used. If users need, it can always be reintroduced in the future.
