Update rules_go and gazelle (#389) The new gazelle version includes an old grpc dependency which is backwards incompatible. Bazel won't override it, so we have to move our own dependencies up in the chain.

This repository contains SDKs for the Remote Execution API.
See each language subdirectory's README.md for more specific instructions on using the SDK for that language.
