Remove redundant build.timestamp property from Bazel Java build stamping.

`bazel version` currently outputs duplicate timestamp lines because the Java build-info templates generate both `build.timestamp` and `build.timestamp.as.int` with identical integer epoch timestamps, and `Bazel.java` loads both into the version info map.

Remove the redundant `build.timestamp` key from `volatile_file.properties.template`, `redacted_file.properties.template`, and `bazel_java_build_info.bzl`, standardizing on `build.timestamp.as.int` alongside `build.time`. Filter out `build.timestamp` in `Bazel.java` when `build.timestamp.as.int` is present for backward compatibility with external property files.
