Introduce a `collect_srcs` macro to remove `filegroup(name = "srcs", ...)` boilerplate from BUILD files.
Files under {main,test}/java/net/starlark are exempted from this CL and will be handled in a followup (they need to form a self-contained tree that can be exported by the Copybara project).
