Silence most MSVC warnings from external deps Manually silence each individual warning, because MSVC throws _another_ warning if you use /w or /W0. There is at least still one more warning (D9002) due to the `-std=c99` option being unknown to MSVC (it expects /std=c99). This needs to be fixed in zstd-jni's bzlmod overlay.
