Bazel Docs: Add generated docs for 8.4.2. Created by cherry-picking https://github.com/bazelbuild/bazel/commit/bc436e3e6c0240f604c2713ee23037b246813412 into 8.4.2, then running `bazel build //src/main/java/com/google/devtools/build/lib:gen_mdx_reference_docs`. All links currently point to HEAD and need to be rewritten. However, that also is the case for the existing narrative docs, so we'll handle this problem later in one fell swoop.
