LCC: Disable implicit testing of FortranCInterface LCC < 1.24 has unsupported mangling scheme: it changes 'sub' neither to 'sub' nor to 'SUB', but to 'Sub'. So we should explicitly check if FortranCInterface works in the case of LCC.
