file-archive-encoding

* The :command:`file(ARCHIVE_CREATE)` and :command:`file(ARCHIVE_EXTRACT)`
  commands accepts an ``ENCODING`` option to specify the encoding of the
  archive pathnames.  The default is now ``UTF-8``.
