TestForSSTREAM: Update documentation

This describes the module in more details to make upgrading code easier.

Additionally, also the CMAKE_HAS_ANSI_STRING_STREAM cache variable is
described as it was already briefly documented at the
CMakeBackwardCompatibilityCXX module.
