cmFindProgramCommand: Remove stray cut-n-paste comment

In commit ef935b17ab (clang-tidy: fix `readability-use-anyofallof`
warnings, 2021-01-22, v3.20.0-rc1~95^2) a comment was copied to a
location where it doesn't make sense.
