  "message": "FindOpenMP: Prefer Clang\u0027s own libomp when targeting MSVC\n\nClang targeting the MSVC ABI has no implicit link directories, so the\nsearch fell through to `LIB` and picked up MSVC\u0027s `libomp.lib`, which\nneeds the non-redistributable `libomp140` DLL, or found nothing outside\na VS environment.  The library next to the compiler now comes first,\nsame as clang\u0027s driver, with the old search as a fallback when it\ndoesn\u0027t link, e.g. for a cross target.\n\nThe docs now say `OpenMP_RUNTIME_MSVC` is only for `cl`, and clang-cl\nno longer tries the GNU-style flags it ignores.\n\nFixes: #28133\n",
