Tests: Add RunCMake.CPack_{DEB,RPM} cases using RunCPack infrastructure

Use the infrastructure from commit 0b3756a7e3 (Tests/RunCMake: Add new
infrastructure to run cpack, 2024-03-12, v3.30.0-rc1~386^2).
