FindPkgConfig: Tolerate PKG_CONFIG_SYSTEM_INCLUDE_PATH in environment

Tell `pkg-config --cflags` not to filter out `-I` flags for entries of
`PKG_CONFIG_SYSTEM_INCLUDE_PATH` (and `CPATH` for `pkgconf`).
