cmNinjaTargetGenerator: Reduce lifetime of custom command list

Since commit 2583eff6fe (ninja: Factor out custom command order-only
depends, 2014-03-10, v3.1.0-rc1~559^2) we can store the list of custom
commands in a local variable rather than a member.
