file(RPATH_CHANGE ...): no-op for static binary

Setting `CMAKE_INSTALL_RPATH` on a project that contains statically
linked executables breaks the install step, since rpaths cannot be
changed.

This commit makes rpath adjustments not an error on static libraries.
