[third_party/ffmpeg] copy and reformat scripts for fxr/781083
fxr/781083 introduces new scripts to be used during rolls. Those
scripts (roll_build.py and roll_gen.py) are based on two existing
scripts (build_ffmpeg.py and generate_gn.py) reformatted using
'black'. This CL introduces those two scripts without any edits
(just the copied files reformatted) so that fxr/781083 reviewers
can just look at the hand edits to those files.
