urara; define fake flags to be used on FPGA board
These flags need to be defined for verified boot to proceed. Setting
up all to fake values for now, this will be updated for the new
hardware.

TEST=with the rest of the patches applied the FPGA board in recovery
mode boots all the way to loading Chrome OS kernel from the USB
device.
