Replace bootp with dhcp.

Dhcp is more likely to be supported without specially configuring the DHCP
server.

BUG=chrome-os-partner:16688
TEST=Did a netboot on Link with tcpdump running and with the debug/foreground
options turned on for the dhcp server. Verified that the right sequence of
messages were passed back and forth, and that the firmware was configured
properly.
