make: When syncing the config, ignore time stamps. Otherwise, the timestamp of the new candidate config will always be different and force an update of the config.h file. That will trigger recompiling of basically everything, even if nothing has actually changed. Change-Id: Iac50357c530c0993da917b1811368bc8ad3eb1b2
