uefi: console: Handle Ctrl+<key> key combinations. Encode the Ctrl state in the keycode returned by the driver in the same way as the PS2 driver. This should make depthcharge correctly recognize Ctrl+U on UEFI based systems. Change-Id: Ib68673493dbae71d05414ca805b8f786997e9ecc
