Merge tag 'curl-8_11_0' into HEAD
* Regenerated src/tool_hugehelp.c and updated README.fuchsia with
instrcutions.
* Regenerated lib/curl_config.h with the instructions in README.fuchsia.
* Updated lib/curl_config.h.{host,fuchsia} with respective options.
* Updated README.fuchsia with a couple gotchas while updating.
