AIDL/Binder codelab example.

This creates a rust service implementation with a fuzzer and a service
that can be added to the system partition and run at boot.
The client is a test case.

Test: mma && atest hello-world-client-test
Test: adb shell /data/fuzz/x86_64/hello-world-fuzzer/hello-world-fuzzer
