Disable setting saved_cmdline_size Minimal revert of the addition of increasing the saved_cmdline_size. This change exposed kernel bugs that prevented atrace from working. Bug: 62375794 Test: manual Change-Id: Ie946b9246ce9ba22af59dbf0b9fe8a59a5fa1f3f
