[fuchsia] Add R8G8B8A8 external image support. This format is preferred by the swapchain implementation on Fuchsia and colors are incorrent if we don't handle this format properly. Change-Id: I79c042bfd6ecc1fbb685fba63ff0b8ee521f7231
