Adding additional time to allow SoftAp to resume and stabilize before connecting client. This is a workaround since the correct way is to ensure interface change (new interface for SoftAP) happened when enabling SoftAP. But, since `start_wifi_tethering` function is widely used, to minimize the change impact, I choose to add a static sleep in the function used in a DUT reboot and SoftAP restart tests.
