[openwrt_ap] Add SSH Auth handling. Using SSH RSA key pairs to enable passwordless login to OpenWrt Controller prevents initiation failure caused by the root password set on the OpenWrt device. Test: act.py Change-Id: I29d0df52b979ee3755e9bc0c082386b2a2575e65
