Add cmx event watcher
This adds a utility to watch for messages on the cmx500. This can be
used to automatically activate en-dc when a DUT re-attaches, e.g. useful
when stress testing attach/detach scenarios.
This also separates the default power test settings into a separate
configuration option to make cdrx, mac_padding, and uplink scheduling
optional (though they still used by default).
