Update MAX_DL_POWER of anritsu md8457 version B According to Thomas, the callbox can handle the power of -10 dBm. Updates the max dl power from -30 to -10 Bug: 275597783 Test: simple change, no test is needed. Change-Id: I9d8718dcf8dceaa9fbd1b7be0e7e15604306122f
