[starnix] Allow compilation of libbinder in Fuchsia This ensure that getMinSchedulerPolicy and getMinSchedulerPriority are only called on Linux as they are only defined here. This replaces some __ANDROID__ ifdef by BINDER_WITH_KERNEL_IPC.
