Avoid zx_system_powerctl This undoes previous changes in AcpiHwLegacySleep that would use the zx_system_powerctl to actually perform the sleep state transition. As a consequence of this the only sleep state that can validly be switched to is the S5 state. Change-Id: I3bac8224c02cf451fbaa9a0af9a9caca9d520f95
