[engine] Add check for version bumping I've frequently been forgetting to bump the version number when making changes, which makes the `min_shac_version` feature much less useful. Add a non-blocking check to suggest bumping the version whenever changing a non-test Go file. Shac (Scalable Hermetic Analysis and Checks) is a unified and ergonomic tool and framework for writing and running static analysis checks.
Shac checks are written in Starlark.
