[engine] Error out if no shac.star file found Previously shac would hang forever on the `select` on line 276 of run.go when no shac.star files were found in recursive mode, which can confusingly happen if shac.star files do exist but aren't staged in Git yet. Shac (Scalable Hermetic Analysis and Checks) is a unified and ergonomic tool and framework for writing and running static analysis checks.
Shac checks are written in Starlark.
