[scm] Convert all paths to posix style Otherwise, shac.textproto `ignore` directives (which are required to use forward slashes as separators) do not work on Windows. Shac (Scalable Hermetic Analysis and Checks) is a unified and ergonomic tool and framework for writing and running static analysis checks.
Shac checks are written in Starlark.
