[build] Get build, buildtools, and scripts via import

Each of these repos now has their own manifests that control
the hooks that they need so this repo doesn't need to be kept
in sync with their internals.  The buildtools manifest in this
repo is now redundant with //buildtools/manifest/buildtools.
