[infra] Run cleanup_deps.py as a pre-commit git hook

fxr/469615 created the git-hooks directory in the recipes repo and added
a pre-commit bash script that calls `cleanup_deps.py --check` to ensure
that recipe DEPS are properly formatted.

Fuchsia Manifest

Contains the jiri manifests for Fuchsia. (Looking for Fuchsia getting started docs you swear used to be here? Some things moved to the fuchsia repository.)

To test local manifest changes see Jiri local update
