[roll] Roll fuchsia [tefmocheck] Skip trace size check on passed tests

Only run the 400MB trace stream size check when the task has
failed tests.

Some performance tests legitimately generate large trace streams
and succeed. Running the check on these passed tasks would trigger
false positives. If a task actually fails (e.g., due to OOMs or
timeouts caused by runaway traces), the check will still correctly
run and classify the failure.
