[roll] Roll fuchsia [gemini] Fix tools.exclude deprecation warning

When opening the Gemini CLI, it currently gives the following warning:
```
Warning: tools.exclude in settings.json is deprecated and will be
removed in 1.0. Migrate to Policy Engine:
https://geminicli.com/docs/core/policy-engine
```
Per that reference we move the tools.exclude setting over to a policy
rule.
