[roll] Roll fuchsia [vim3][sdio] Fix SDIO frequency and pin configuration

Make the SDIO frequency and pin config match the original code:

Bus frequency: 200 MHz -> 100 MHz
Drive strength: ? -> 4 mA
Pull-up/-down: ? -> disabled

Test: CQ
