[roll] Roll fuchsia [wlan][test] Fix configure country on access point
This change allows the country code to be set independent of other
settings if it is specified in the AP setup. Previously, it would only
be set if "specrum management required" was set. Now it will be set
regardless of that field if the country code is passed provided.

First install Jiri.
Next run:
$ jiri init $ jiri import minimal https://fuchsia.googlesource.com/integration $ jiri update
Third party projects should have their own subdirectory in ./third_party.
