[roll] Roll fuchsia [kernel] Move extern "C" decls outside anonymous namespaces

Newer compilers such as GCC 15 are becoming more strict about the
C++ rules for declarations in anonymous namespaces. Formally,
even declarations with the `extern` keyword have internal linkage
when inside an anonymous namespace. In GCC 15, this extends to
`extern "C"` cases as well.
