[roll] Roll fuchsia [gigaboot] Fastboot TCP disconnects after waiting on I/O Fastboot TCP cleanly handles hosts that connect and hang in the middle of conducting the fastboot handshake or protocol. Fixes a bug where fastboot would wait forever if the host initiated a connection but did not send additional data. Manually tested with netcat.
