[roll] Roll fuchsia [fxblob] Optimize sparse image size

When target_size is set, the sparse fxfs image would contain a raw chunk
that ended with lots of zeros followed by a zero sized don't care chunk.
This change moves the zeros at the end of the raw chunk to the don't
care chunk. This should make downloading and flashing sparse images with
target_size set faster.
