[roll] Roll infra/recipes [tests] Migrate to inline properties proto defs
The recipe engine now emits warnings for old-style dict properties. The
only recipes still using them were test recipes, where using separate
proto files to declare properties is annoying overhead. The recipe
engine now supports declaring proto properties inline in the recipe, so
use that feature instead.
This change was generated mostly by gemini-cli, with some
(not-so-)gentle nudging and a few manual fixes to ease its work.
