[roll] Roll fuchsia [wlan][telemetry] Log scan monitoring metrics

Log the following Cobalt metrics:
- scan_occurrence
- scan_fulfillment_time
- empty_scan_results
- aborted_scan
- client_scan_failure

Note that wlanix does not plumb scan events to telemetry and hence no
metric is actually logged yet on the actual device.
