[roll] Roll fuchsia [ffx][trace] Suppress false positive warning for starnix:atrace
Starnix atrace events are delivered via Perfetto blobs rather than
being written directly to the trace manager. This causes `ffx trace`
to report a false-positive warning that the category was not found
in the resulting trace, even when events are correctly captured.
This change excludes `starnix:atrace` from the missing-event check by
removing it from the CategoryCounter map during initialization,
matching the existing behavior for `kernel:meta` and `kernel:sched`.

Test: Manually verified that `ffx trace start --categories 'starnix:atrace'`
no longer emits a warning when events are captured via Perfetto.
