[roll] Roll fuchsia [syscall tests] Correct NS2 expectations

https://fxrev.dev/1418614 Attempted to skip a flaky NS2 test; however,
it added the "skip" to the wrong expectations file. Move this
expectation to the right file (verified locally to skip the expected
tests).
